Robert E. Knoer has been practicing law in Western New York for over twenty-five years. He also has extensive experience in environmental site review, remediation, consulting, and litigation, as well as the Brownfield Cleanup Program, and renewable energy development and siting. He has helped clients in corporate organization, real estate development, and land use.
Mr. Knoer graduated from the University of Texas at Austin in 1979 with a BA in government, and from the State University of New York at Buffalo in 1984 with a Juris Doctorate. He is admitted to practice in all courts of the State of New York, The United States District Court for the Western District of New York, the United States Court of Appeals for the Second Circuit, and the United States Supreme Court.
He has also been involved with a number of professional organizations: Air and Waste Management Association- Niagara Frontier Section (Chairman), Erie County Environmental Education Institute (current President), the Engineering Society of Buffalo (Board of Directors), the Wind Action Group (Chairman), and the Daemen College Center for Sustainable Communities Advisory Board.
Mr. Knoer has been appointed to the New York State Brownfield Advisory Board for the 2009-2012 term. He also taught “Law and the Environment” at the State University of New York at Buffalo from 1992 to 2007.
Sandra A. Nasca, Esq.

Ms. Nasca’s practice concentrates on the areas of economic development, contract negotiation, municipal finance, and tax law, assisting clients in obtaining governmental incentives for economic development projects, and providing legal advice on Federal and State tax credits available through the New York State Empire Zone Program, the New York State Brownfield Cleanup Program, and the Federal Renewal Community, Historic Rehabilitation, and New Market Tax Credit Programs. She also represents clients in commercial lending and commercial real estate transactions.
Ms. Nasca received a BA from Boston College in 1985, a degree in LLM Taxation from New York University in 1989, and her Juris Doctorate from the State University of New York at Buffalo in 1988. She has been admitted to practice in all courts of the State of New York, the United States District Court for the Western District of New York, and the United States Tax Court.
Prior to joining The Knoer Group PLLC, Ms. Nasca served as Chief Legal Counsel to the Office of Strategic Planning for the City of Buffalo, and as General Counsel to the Buffalo Economic Renaissance Corporation and the Buffalo Urban Development Corporation. In addition, she was the Environmental Director for the City of Buffalo, responsible for the investigation and remediation of municipally-owned Brownfield and hazardous waste sites. During her tenure as an attorney for the City and its development agencies, Ms. Nasca was responsible for negotiating contracts with the United States Department of Housing and Urban Development, the State of New York, and the County of Erie.
She is a member of the Environmental Law Committee of the Erie County Bar Association, and was named to Business First’s and Buffalo Law Journal’s 2007 Who’s Who for Best Lawyers in Western New York.

Ms. White focuses her practice in the areas of commercial litigation, appellate practice, administrative compliance and licensing, corporate organization, not-for-profit formation, estate and trusts, and real property disputes. She has also assisted local not-for-profit organizations with corporate formation and tax exemption application processes.
Ms. White received her Juris Doctorate from the State University of New York at Buffalo School of Law. While earning her degree she was employed as a law clerk to Mr. Knoer. She is admitted to practice in all courts of the State of New York.
Ms. White is a member of the Bar Association of Erie County, the New York State Bar Association, and the American Bar Association. She serves on the BAEC’s Appellate Practice Committee, and is a board member of the Transplant Miracles Foundation, as well as co-chair of its annual fundraiser.
Douglas J. Curella Jr., Esq.

Douglas J. Curella Jr. received his Juris Doctorate from Hamline University School of Law in St. Paul, Minnesota in 2009. Mr. Curella is admitted to practice in all courts of the State of New York. He focuses his practice in the areas of real property, trusts and estates, civil litigation and alternative dispute resolution.
While earning his law degree, Mr. Curella was employed as a law clerk to John G. Hoeschler, P.A. in St. Paul. He worked in the areas of civil litigation, real estate, commercial property tax appeals and alternative dispute resolution. Mr. Curella also worked as a law clerk for in-house counsel at Health Partners, the largest consumer-governed, non-profit health care organization in the nation.
During law school, Mr. Curella was a member of the National Moot Court competition team. He was awarded the Student Bar Association Educational Trust Fund Civic and Community Service Scholarship. Mr. Curella was a liaison for the Section of Family Law and Lieutenant Governor and Regional Affairs Coordinator for the American Bar Association. He also earned certificates in Health Law, Health Care Compliance and Alternative Dispute Resolution.
Prior to law school, Mr. Curella served as a Consumer Fraud Agent for the New York State Attorney General’s office. He received his Bachelor of Arts degree from Buffalo State College.
Mr. Curella is a member of the Bar Association of Erie County, the New York State Bar Association and the American Bar Association.
Mr. Curella also serves as Counsel/Chief of Staff and Director of Communications to New York State Senator Mark J. Grisanti.
