Robert E. Knoer has been practicing law in Western New York for over thirty years. He also has extensive experience in environmental site review, remediation, consulting, and litigation, as well as the Brownfield Cleanup Program, and renewable energy development and siting. He has helped clients in corporate organization, real estate development, and land use.

Mr. Knoer graduated from the University of Texas at Austin in 1979 with a BA in government, and from the State University of New York at Buffalo in 1984 with a Juris Doctorate. He is admitted to practice in all courts of the State of New York, The United States District Court for the Western District of New York, the United States Court of Appeals for the Second Circuit, and the United States Supreme Court.

He has also been involved with a number of professional organizations: Air and Waste Management Association- Niagara Frontier Section (Chairman), Erie County Environmental Education Institute (current President), the Engineering Society of Buffalo (Board of Directors), the Wind Action Group (Chairman), and the Daemen College Center for Sustainable Communities Advisory Board.

Mr. Knoer has been appointed to the New York State Brownfield Advisory Board for the 2009-2012 term. He also taught “Law and the Environment” at the State University of New York at Buffalo from 1992 to 2007.

Sandra A. Nasca, Esq.

Ms. Nasca’s practice concentrates on the areas of economic development, contract negotiation, municipal finance, and tax law, assisting clients in obtaining governmental incentives for economic development projects, and providing legal advice on Federal and State tax credits available through the New York State Empire Zone Program, the New York State Brownfield Cleanup Program, and the Federal Renewal Community, Historic Rehabilitation, and New Market Tax Credit Programs. She also represents clients in commercial lending and commercial real estate transactions.

Ms. Nasca received a BA from Boston College in 1985, a Masters Degree in Tax Law from New York University in 1989, and her Juris Doctorate from the State University of New York at Buffalo in 1988. She has been admitted to practice in all courts of the State of New York, the United States District Court for the Western District of New York, and the United States Tax Court.

Prior to joining The Knoer Group PLLC, Ms. Nasca served as Chief Legal Counsel to the Office of Strategic Planning for the City of Buffalo, and as General Counsel to the Buffalo Economic Renaissance Corporation and the Buffalo Urban Development Corporation. In addition, she was the Environmental Director for the City of Buffalo, responsible for the investigation and remediation of municipally-owned Brownfield and hazardous waste sites. During her tenure as an attorney for the City and its development agencies, Ms. Nasca was responsible for negotiating contracts with the United States Department of Housing and Urban Development, the State of New York, and the County of Erie.

She is a member of the Environmental Law Committee of the Erie County Bar Association, and was named to Business First’s and Buffalo Law Journal’s 2007 Who’s Who for Best Lawyers in Western New York.

Chanel T. McCarthy

Chanel T. McCarthy, Esq. is a senior associate with The Knoer Group. She concentrate her practice in the areas of commercial litigation and other business matters. Her experience includes counseling small to medium-size businesses on matters involving the negotiation and enforcement of contracts, issues regarding real property, insurance, administrative and regulatory compliance, employment and other business disputes using both litigation and non-litigation methods. Ms. McCarthy has considerable experience assisting applicants applying for New York State Liquor Licenses, and handling matters before the State Liquor Authority including investigations, alleged violations, and other licensing and compliance matters. She also handles estate administration proceedings.

 

Ms. McCarthy is admitted to practice in all Courts of New York State as well as Federal and Bankruptcy Courts. She has been with the firm for nearly 15 years as both a law clerk and a lawyer. Ms. McCarthy received her Juris Doctorate from the State of New York at Buffalo School of Law. She is a member in good standing of the Bar Associations of Erie County and New York State. She has regularly presented on matters regarding New York State Liquor Licenses and the State Alcohol Beverage Control Law.

 

Ms. McCarthy currently serves on the Board of Buffalo Niagara WaterKeeper and is the Chairperson of the Governance Committee.

Julia H. Purdy

Julia Helen Purdy is an Associate Attorney, concentrating her practice in environmental and commercial law.

In law school, Ms. Purdy interned for United Nations Water and the Honorable Frank P. Geraci of the Western District of New York, as well as law offices in Sweden and France. Prior to joining The Knoer Group, Ms. Purdy served as Legislative Director for the Honorable Monica P. Wallace of the New York State Assembly.

Ms. Purdy is the 2015 winner of the Albert S. Pergam International Law Writing Competition, and has published articles regarding environmental law in the New York International Law Review and the American Bar Association International Law News. Ms. Purdy received her Bachelor of Arts from the University of Arizona and her Juris Doctorate from the State University of New York at Buffalo School of Law. She is admitted to practice in New York, and is a member of the Bar Association of Erie County and the New York State Bar Association. Ms. Purdy volunteers with Lawyers for Learning, and speaks Spanish and French.

Alice J. Cunningham

Alice J. Cunningham is an Associate Attorney with The Knoer Group. She concentrates her practice in the areas of environmental and commercial litigation.

Ms. Cunningham attended Roger Williams University School of Law in Rhode Island. In law school, Ms. Cunningham worked as a Student Attorney for the Immigration Law, Education & Advocacy Project (ILEAP) of Catholic Social Services in Massachusetts. She received the CALI Excellence for the Future Award for her work as a Student Attorney in the Roger Williams University Immigration Clinic. Ms. Cunningham also received the Association of Corporate Counsel, Northeast Chapter Law Student Ethics Award in 2014. Ms. Cunningham graduated cum laude from SUNY at Buffalo State College received her Bachelor of Arts in Theater. Ms. Cunningham also studied Spanish at the AIP Language Institute in Valencia, Spain, receiving a Certificate for International Spanish Level B1+.

Ms. Cunningham is admitted to practice in New York, and is a member of the Bar Association of Erie County, the New York State Bar Association, and the Women’s Bar Association of Western New York.
